<p>As reported in the Telegraph this month, a businessman has been jailed for seven years for masterminding a &#8220;<a title="Crash for Cash" href="http://www.roadhawk.co.uk/crash-for-cash/info_11.html">cash for crash</a>&#8221; scam which increased insurance premiums by £100 a year for motorists in his area.</p>
<p>Paul Jonathan Wright, 40, used his breakdown recovery company as a cover for the multi-million pound fraud, which saw gang members deliberately cause accidents and then submit compensation claims for whiplash and other spurious losses.</p>

<p>Wright’s gang set up crashes targeting innocent drivers, and his company would then invoice insurance companies for removing and storing the damaged vehicles, and even charge for hire cars. The scam was one of the biggest of its kind ever seen in Britain, estimated to have brought in more than £3 million for Wright and 60 other criminals who have been convicted of various roles over the last 12 months.</p>
<p>Sentencing Wright last week for fraud and conspiracy to commit fraud Judge Roger Thorn said at Newcastle Crown Court:</p>
<p>“You were the lynch-pin to it all, both the main organiser and the major beneficiary of the proven frauds. You were essential both to its performance and almost success, save that I find you simply got too greedy, careless of the risks of being found out.”</p>
<p>The court heard the &#8216;crash for cash&#8217; scam was so lucrative, insurance companies raised the bills of people in the Derwentside area of County Durham &#8211; which has a population of around 100,000 &#8211; by about £100 a year. Rising costs and suspicious claim patterns led to an investigation by police and the Insurance Fraud Bureau.</p>

<p>Wright’s company PJ Autos, based at Craghead in County Durham, provided a veneer of legitimacy for the gang. The gang’s stooges would brake sharply in front of unsuspecting drivers, allowing the recovery business to make apparently genuine earnings from clearing up the aftermath. Drivers who caused the accident would submit false insurance claims for whiplash, lost earnings and legal costs. Later frauds saw the gang swindle even more money out of insurers by having their associates in both cars.</p>
<p>Judge Thorn added at last week’s sentencing:</p>
<p>“In some parts of the UK, in recent years it has become notorious for &#8216;cash for crash’ insurance frauds to be operated as full-time, wide-scale big business. That has been the case here in Derwentside. Given the numbers of people drawn into it, its scale and longevity, the cumulative effect is to indicate that this has been one of the most prolific.”</p>
<p>In a final act of defiance Wright, of Fellside View, Burnhope, County Durham, gave a thumbs-up sign to supporters as he was led down to the cells. Six other members of the Wright family have also been convicted for their roles in the fraud, including Wright’s brother, Alan, 49, who lived in a caravan in Burnhope, and was sent down for four years. Police took action against the Wrights three years ago after they named two roads after themselves on land they had redeveloped. Officers worked with Durham County Council to have “Wrights Way” and “Wrights Court” in Burnhope renamed. Durham Police said the narcissistic street names had been a “constant reminder to people in the village of the fear, intimidation and criminal activity carried out by an organised gang”.</p>
<p>In the most serious “cash for crash” incident yet seen in Britain, a 34 year-old woman was killed when her car was hit by a vehicle being used to stage a £20,000 fraud. Four men were jailed earlier this year for their role in the scam which claimed the life of Baljinder Kaur Gill on the A40 in Buckinghamshire in June 2011.</p>

<p>An AA Motor Insurance survey of almost 10,000 people found that a significant number of them fear bogus personal injury claims. 46% of drivers questioned said a dash camera recording road journeys would offer greater peace of mind in the event of a personal injury claim.</p>
<p>&#8220;We were a little surprised that the number was that high, but there is no doubt that it is a driver&#8217;s nightmare to be innocently involved in a minor collision only to find a major claim being taken against you.&#8221; said AA spokesman Conor Faughnan.</p>
<p>AA Insurance included the question in its most recent poll of motorists because the issue was highlighted, rather strangely, by the amount of remarkable footage of the meteor strike in Russia in February. The reason so many dash cameras caught that event is because Russians have taken to the technology in a big way to protect themselves against bogus crash claims.</p>
<h2>Compensation Culture in the UK</h2>
<p>It is a reasonable fear. Ten years ago there was a serious problem with the &#8216;compensation culture&#8217; which was a key reason why motor insurance premiums increased. The AA is concerned that the number of injury claims is creeping back upwards again despite fewer road crashes and a reduction in traffic volumes in the economy downturn.  According to data from the Personal Injuries Board, claims increased by 5% last year and are up by a quarter since 2007.</p>
<p>&#8220;This is a worrying trend. We have been here before and we do not want to go back. It will wind up costing every motorist money in rising insurance costs if we don&#8217;t control it. Motorists in the UK are now paying far more for their motor insurance for those reasons. Fraudulent and exaggerated claims have become a major problem in Britain.’’ said the AA spokesman.</p>
<h2>Crash for Cash Gangs</h2>
<p>The UK&#8217;s Insurance Fraud Bureau (IFB) is investigating about 40 &#8216;Crash for Cash&#8217; gangs in Britain. One of the more dangerous scams involved the criminal&#8217;s car pulling out in front of an oncoming motorist and suddenly braking hard.</p>

<p>As reported in Insurance Times, ‘Crash for cash’ scams cost the insurance industry £392m per year. A cost that is ultimately reflected on your premium. The scale of the problem, which was revealed in an Insurance Fraud Bureau report last week, comes despite efforts to clamp down on it.</p>
<p>The IFB is an insurance industry-funded organisation. It was set up in 2006 and has overseen 739 arrests for, among other things, crash for cash scams, particularly those where a crash is faked. In 2012, IFB-led operations have resulted in 129 cash for crash fraudsters being arrested. But despite its efforts, the IFB report shows that cash for crash is thriving. So why is progress so slow?</p>
<p>IFB director Phil Bird said: “It’s difficult to get these guys; some are easier to spot and move on quickly, others are more sophisticated.”</p>

<p>At the sophisticated end of the scale, crash for cash criminals operate in a number of ways, and they are getting smarter. For example, a new twist has been developed on the ‘slam-on’ method. Hill Dickinson director of intelligence and complex fraud Chris Hallett said that because the public is increasingly aware of this scam, some gangs are now using two vehicles to create a crash. He said: “One driver suddenly cuts up the other one, which appears to give him a legitimate reason for stopping suddenly in front of the innocent driver. Another gang Hill Dickinson has investigated had been using the slam-on method, but after insurers noticed an anomalous spike in accidents at one particular London roundabout and stopped paying out claims, they changed tack. It’s difficult to get these guys; some are easier to spot and move on quickly, others are more sophisticated”</p>
<p>Hallett said: “Massive amounts of money are lost each year because of gangs who do this as a full-time job.” Indeed, according to the IFB, one in seven personal injury claims are made by organised fraudsters. Hill Dickinson investigates between 30 and 35 such gangs every year, but Hallett said: “I’m under no illusion: what we have done so far is just the tip of the iceberg.”</p>
<p>The IFB’s recent report lists a number of successful investigations that took place this year. These include a live operation, code-named Dino, in Wales, in which 40 people were arrested for attempted fraud worth an estimated £1m. Under Operation Contact in Lancashire, approximately 50 men were convicted in August. Ring¬leaders Asif Mallu, Rezwan Javed and Rehan Javed received prison sentences totalling 13 years for attempted fraud worth £2m.</p>
<p>An AA spokesman said: “The smashing of some significant fraudulent crash for cash scams over the past couple of years is welcome and it underlines the fraud detection work being done by the insurance industry, the IFB and the police.”</p>
<p>Another positive development is the establishment of the Insurance Fraud Enforcement Department, a police unit dedicated to tackling insurance fraud. The unit, which was set up in January 2012, has 34 detectives and financial investigators. By November 2012, it had made 250 arrests, which had resulted in seven convictions, including some custodial sentences. Insurers and claims managers also investigate potential fraud, and some successes can be noted this year.</p>
<p>Equity Claims and its law firm Hill Dickinson, for example, uncovered a £1m fraud ring involving 155 claimants. Liverpool Crown Court found that four of the five claims at trial were fraudulent. The claimants were ordered to return the claims paid out and pay Equity’s costs.</p>
<p>Some fraudsters are getting around the fact that their names are known to insurers. An Ageas spokesman said: “Fraudsters are recruiting individuals with a genuine footprint, that is, they are using a real name, address, banking details. This makes it harder for insurers to identify when a customer is not genuine.”</p>
<p>The solution to defeating the cash for crash perpetrators will be to stay ahead of this fast-moving criminal enterprise. An Ageas spokesman said: “Tackling fraud can be like a game of chess: while we are planning our next move to catch the fraudster, they are planning their next move on the industry.”</p>
<p>The IFB has some way to go before it can call checkmate.</p>
<p>Insurers want public awareness of crash for cash scandals to increase. This follows the findings of an IFB report, which revealed that 8% of people would consider taking part in a cash for crash scam for financial gain.<br />
53% of people believe cash for crash fraudsters are unlikely to be caught, according to a study by Ipsos MORI. 74% of the population think cash for crash is a very big, or fairly big, problem in the UK, with 84% of UK road users worried about their insurance premiums rising to cover the costs of fraud. 78% are concerned about sustaining injuries in a deliberately caused crash.</p>
<p>IFB chairman David Neave said: “The findings of this research are a reminder to the insurance industry to continue tightening the grip on fraudsters and dispelling the myth that insurance fraud is a victimless crime. Cash for crash fraudsters are being caught and jailed every week and the public needs to know that the risk outweighs any potential reward.</p>
<p>The Insurance Fraud Register, which was launched in September, enables insurers to identify potential fraud when a claim is made in association with a name, address or phone number that has been linked to insurance fraud.<br />
Other databases are also available, such as Hill Dickinson’s Netfoil, a counter-fraud intelligence database with details of more than 50 million claims records, and data sharing tools, such as the Claims and Underwriting Exchange database, which, when implemented at the quote stage rather than claim, identifies potential fraudulent cases.</p>

<h2><span style="font-size: 1.17em;">Motor Bike Accident Statistics</span></h2>
<p>European research (Clarke et al 2004)  identified 3 basic discernible motorcycle crash types:</p>
<p>- Right of way violation accidents (38% of cases)</p>
<p>- Overtaking/filtering accidents (15% of cases)</p>
<p>- Loss of control at bends at speed (11% plus of cases)</p>
<p>Fatal accidents often involve the motorcycle running off the road (41% of fatalities). These are often late at night, weekend crashes involving a drunken motorcyclist (Preusser et al 1995). As solo accidents without collision with another vehicle account for only a small proportion of total accidents, it appears that impairment has a much more deadly effect on motorcyclists than simply rider fault.</p>
<p>Recent European research reveals that nearly 70% of motorcycle accidents involved a car, lorry or bus and that approximately 55% of accidents occur at junctions.</p>
<h3>Accurate Video Evidence of Events</h3>

<p>Crash For Cash Conviction RoadHawk Camera Footage Fundamental For Conviction. A criminal gang member who deliberately caused a car crash with a Heavy Goods Vehicle (HGV) to make fraudulent insurance claims has been jailed.</p>
<p>Tariq Mehmood was sentenced to 12 months in prison at Harrow Crown Court on Friday 25th January 2013 for conspiracy to defraud and dangerous driving. Ansab Rizwan and Ihtisham Gondal received suspended sentences and 180 hours of unpaid work each for their parts in the scam, whilst Nasser Khan received a 12 month community order and 100 hours unpaid work.</p>
<p>Forward facing video footage captured on a RoadHawk black box camera system supplied by Towergate Insurance helped to expose the scam, with the dash cam video footage showing a black Volkswagen Golf working in tandem with a blue Mercedes to induce the crash.</p>
<p>Travelling in convoy, the Golf acted as a decoy car and broke hard and late to turn into a side road. The closely following Mercedes then performs an emergency stop, which causes a rear-end shunt by the HGV.</p>

<p>Towergate Insurance, the HGV’s insurer, referred the case and RoadHawk video evidence to the police. A joint investigation by the Metropolitan Police’s Operation Catcher team and the Insurance Fraud Bureau (IFB) linked members of the criminal gang to induced crashes in Bedfordshire and also identified an associated claims management company, which has since ceased trading.</p>
<p>Ben Fletcher, Head of Operations at the Insurance Fraud Bureau (IFB), said “Crash for cash is a menace to our society. Fraudsters are putting innocent motorists in danger by deliberately causing crashes across the UK. This type of fraud is also costing the insurance industry almost £400 million every year, which in turn inflates premiums for honest policyholders. Our objective is to stop these scams at the source by taking out the organisers.”</p>
<p>The IFB worked closely alongside the Metropolitan Police to help build evidence against the four men convicted. The sentences passed are testament to the insurance industry’s determination to help the police catch and convict fraudsters.  The IFB continues to up the ante on organised criminal gangs targeting the insurance industry. It is forecasted by 2014, the IFB will manage fraud investigations worth in excess of £160 million, which could translate to over 90 police operations.</p>

<p>Our flagship forward facing dash camera supports the latest SDXC memory cards (up to 64GB) for longer record times. At the highest video resolution the largest memory card will record for over 10 hours before it begins overwriting.</p>
<p>For track day enthusiasts or drivers wishing to document memorable drives, the RoadHawk HD has the options to set video file duration from 1 minute to 30 minutes. There&#8217;s also an external microphone input for connecting higher quality recording equipment or for connecting to a radio communications device or intercom.</p>

			<content:encoded><![CDATA[<h3>1 in 3 Road Crash Incidents Occur at Junctions or Roundabouts</h3>
<p>Figures published this week by British Cycling show that over one in three road crash incidents involving its members occur at junctions (23%) or roundabouts (13%).</p>

<p>The statistics, taken from British Cycling’s database, cover all incidents reported by its members between 1 April to 30 September 2012, highlighted that out of 398 road crash incidents reported to British Cycling, 142 (36%) of them occurred at junctions or roundabouts.</p>
<p>Commenting on the figures, Martin Gibbs British Cycling Policy and Legal Affairs Director said: “The figures behind our members’ incidents paint a pretty clear picture. In order to improve conditions for cyclists on the road, greater investment needs to go into junction design and infrastructure. We need the government to put cycling at the heart of its transport policy – with a commitment to turn this country into a cycling nation to rival great countries like Holland and Denmark.”</p>
<p>&#8220;Any incident on the roads is one too many and we will continue to push decision makers to ensure cycling is given the priority it deserves. All road users have a responsibility to look out for and respect each other. This isn’t about being anti-car – in fact, nine out of ten British Cycling members also drive. <p>The second most common cause of an incident involving cyclists was a driver of a motor vehicle making an incorrect or dangerous manoeuvre on the road. Almost 20% &#8211; or 1 in 5 – incidents occurred in this way, including failing to look before turning into a road or not checking a blind spot before pulling out.</p>
<p>Around 16% of incidents were caused by cyclist error or negligence and 12% were caused by a defective stretch of road or a spillage or obstruction in the cyclist’s path. Only six incidents (1.5%) involved road rage.</p>
<p>Chris Boardman MBE added: “It’s important that we put these figures into perspective. Of British Cycling’s 63,000 members, only 398 – that’s much less than even 1% &#8211; have reported incidents to us in the past six months.</p>
<p>“The figures also show that it is clearly not a war out there. Only six of our 398 incidents involved road rage. We need to concentrate on what can be done to transform the culture of cycling in this country and think long term about how we want this country to look in ten years.”</p>

<h3>Tips for road users when approaching junctions or roundabouts</h3>
<p>When driving, Think Cyclist! Always check for cyclists in your mirrors and blind spot when approaching side roads and roundabouts.</p>
<p>When driving and attempting to change lanes, check mirrors and blind spots to make sure there are no cyclists also trying to change lanes or turn right.</p>
<p>When cycling, try and ‘take the lane’ when passing a side road on your left. Don’t ride next to the curb. This enhances the visibility of cyclists when riding, especially for drivers approaching the junction from the side road who will generally be looking in the middle of the lane for other motor vehicles.</p>
<p>When cycling and attempting to turn into a side road, try and glance behind when approaching a junction and make eye contact with closely following drivers. If turning left or right, edge out into the lane slowly to ensure clearer visibility.</p>
<p>When cycling, make eye contact with drivers and other road users. Look well ahead and try to anticipate what the traffic in front is going to do and plan accordingly.</p>
<p>Always wear a helmet and use lights when riding at night or low light!</p>
